Changes to Discretionary Housing payments

Reason for urgency:
The Revenues and Benefits Partnership has carried out an analysis of Discretionary Housing Payments (DHP) made this year and the partnership authorities are likely to significantly underspend the Government Grant if they adhere to their current schemes of reducing from 100% payment of DHP to 50% payment after the first six months of the year. It would therefore be beneficial to DHP applicants and claimants to continue paying 100% DHP for the next three months. As the DHP Scheme had been overspent last year it was not anticipated that there would be a recommendation to amend the scheme. The scheme needs to be amended in October to allow 100% DHP to continue to be paid.
