Reason for urgency:
On 9 Feb 26, the Government announced the Final Finance Settlement for 26/27, introducing substantial modifications in comparison to the Provisional Finance Settlement presented in Dec 25. This level of change is unprecedented and marks the first instance of such significant variation between the Provisional and Final Settlements. Historically, any differences have been minimal and communicated verbally to the Council. Council will review recommendations for the General Fund Budget 26/27 at its meeting on 19 Feb 26. The next Cabinet meeting is set for 24 Feb 26, after the meeting. In accordance with the Constitution, it is a requirement that the Cabinet makes recommendations to the Council for decisions of this magnitude. As a result, waiting until the next scheduled Cabinet meeting would not allow sufficient time for the necessary recommendations to be considered and approved within the statutory deadlines. Therefore, an earlier meeting or alternative arrangements must be made.
