Reason for urgency:
The Council needs to make some decisions quickly in respect of its response to the COVID19 emergency. Due to the speed with which the situation regarding the national lockdown for the period 5 November to 2 December 2020 developed, the need for this policy change requires a decision to be made as soon as possible to allow for businesses in need to be able to apply for discretionary grant funding.

The schemes detailed in the report will, if approved, provide businesses who have been forced to close as a result of the restrictions in the national lockdown or who have been severely impacted to make a grant application. Delaying making these policy changes could cause severe financial hardship for some businesses at a time when they are already facing multiple challenges.
