Reason for urgency:
Due to the speed with which the situation regarding the Covid 19 situation developed, the need for this policy change was not identified early enough to allow it to go through the normal report preparation process and associated timetable for the Executive Decision Notice publication. The approach detailed in the report will, if approved, provide both reassurance and financial flexibility for those tenants affected by the Covid 19 situation. Delaying making these policy changes could cause severe financial hardship for some tenants at a time when they are facing multiple challenges.
