Reason for urgency:
Negotiations with the contractor have just completed and the total cost of the construction, together with the costs of the shop front scheme, is not within the delegated approval to award the contract. We therefore seek cabinet approval to award the contract. We need to award the contract and commence the programme of works in order to meet the deadline of opening Newmarket for Easter.
