This decision will be taken under urgency procedures.

Reason for urgency:
It is important at the Council undertakes consultation on the Partial Review as soon as possible as it will be necessary to submit the review no later than February 2020. Failure to do so would, in accordance with the terms of Policy S1 of the adopted Local Plan, result in the plan being considered out-of-date. If the plan is out-of-date it will carry less weight in determining planning applications.

The next scheduled Cabinet meeting is 12 November 2019. Following Cabinet the issue will need to go back to Local Plan Committee to get agreement to consult. However, the next meeting of the Local Plan Committee is scheduled for 13 November which does not provide time for a report following Cabinet. Therefore, it would be necessary to reschedule or wait until the meeting on 15 January 2020. Either way this will impact upon the timetable to submit the plan and so would eb likely to miss the February 2020 submission date.
