Decision Maker: Strategic Director of Place

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: No

Decision:

The current lease at Owen Street Recreation Ground that runs until June 2027 with Coalville Town Football Club is surrendered.
A 25 year full repairing and maintaining lease is agreed with Coalville Town Youth Football Club for the area containing the 3G pitch, and to include the access, the car park and the original changing pavilion.
A new lease is agreed with Coalville Town Football Club for the remainder of the areas that will be on the same terms and conditions as the existing one and for the same duration until June 2027.

Reasons for the decision:

To allow Coalville Town Youth Football Club to obtain funding from the Football Foundation to install a full-sized 3G football pitch at Owen Street Recreation Ground.

Alternative options considered:

Extending the current lease for the whole site to Coalville Town Football Club (CTFC) by an additional 25 years.
Surrendering the existing lease with CTFC, and issuing two new separate leases to CTFC and Coalville Town Youth Football Club with amended conditions for CTFC as compared to the current lease.
