Decision:
The legislation has been amended to introduce
a fixed penalty for householders duty of care. This means
households can now be held responsible for waste that is not
correctly disposed. Householders have to ensure that the people
collecting their waste are authorised to take it.
Reasons for the decision:
Previously the only enforcement action was
prosecution in court. This legislation provides and additional tool
for enforcement officers.
