Declaration of interests - members are reminded that following the adoption by Council of the new Code of Conduct, any declaration of interest should be made having regard to the new code. In particular, members must make clear the nature of the interest and whether it is 'personal' or 'prejudicial'.

The Monitoring Officer would like to remind members that when they are considering whether the following items are exempt information under the relevant paragraph under part 1 of Schedule 12A of the Local Government Act 1972 they must have regard to the public interest test. This means that members must consider, for each item, whether the public interest in maintaining the exemption from disclosure outweighs the public interest in making the item available to the public.
1 ELECTION OF CHAIRMAN
RESOLVED THAT:

Councillor N Smith take the Chair for the remainder of the meeting.
2 APOLOGIES FOR ABSENCE
There were no apologies for absence.
 
3 DECLARATION OF INTERESTS
There were no declarations of interests.
 
4 AN APPLICATION FOR GRANT OF PREMISES LICENCE IN RESPECT OF CASTLE DONINGTON SERVICE STATION AND CONVENIENCE STORE, STATION ROAD, CASTLE DONINGTON, DERBYSHIRE, DE74 2NL
The Licensing Enforcement Officer presented the report and highlighted background information of the application and representations received.

The applicant's representative, Mr P Lloyd then presented the application. He stated that the applicant had another seven service stations in the area, all of which were licensed to sell alcohol, the applicant would use this experience for selling alcohol in his Castle Donington service station. He explained that the premises was signed up to the BP Connect System, this included the creation of a new position of a cleaner for the forecourt plus additional litter bins. Mr Lloyd stated that Ms Becket had experience in selling alcohol as she was a Designated Premises Supervisor in her previous employment. Mr Lloyd stated that a refusal log would be put into place and presented a copy of the book that would be used, he also presented examples of the signage which would be placed in the premises. He stated that digital CCTV was also being installed to the satisfaction of the police and explained that all staff would receive in house training before being authorised to serve alcohol.

In response to a question from a Member, Mr Lloyd stated that the BP Connect Scheme had already been started to be implemented and would not be reliant on gaining an alcohol licence.

In response to a question from a Member, Mr Lloyd explained that the training for other employees would be conducted by other members of staff that had been on the relevant course. Mr Lloyd presented an example of a training manual that would be produced for the applicant and used for the training.

Mr Lloyd gave a brief closing statement.

At 6.50pm the Sub Committee adjourned to consider its decision and re-convened at 7.15pm.

Before the decision was announced a Member congratulated Mr Lloyd on the quality of the training manual and asked if it was possible to have a template which could be used by the Council. Mr Lloyd agreed to send the Licensing Enforcement Officer a copy in the post.

RESOLVED THAT:

The application be granted as applied for.

The following notes were added to the decision:

- Members asked if the cleaner of the forecourt could also clean the pavements surrounding the premises.

- Members recommended that the signage for the CCTV be larger than usual so that it deters young people attempting to buy alcohol.
