Declaration of interests - members are reminded that following the adoption by Council of the new Code of Conduct, any declaration of interest should be made having regard to the new code. In particular, members must make clear the nature of the interest and whether it is 'personal' or 'prejudicial'.

The Monitoring Officer would like to remind members that when they are considering whether the following items are exempt information under the relevant paragraph under part 1 of Schedule 12A of the Local Government Act 1972 they must have regard to the public interest test. This means that members must consider, for each item, whether the public interest in maintaining the exemption from disclosure outweighs the public interest in making the item available to the public.

9 MINUTES
Minutes of the Meeting held on Wednesday, 26th May, 2010
Consideration was given to the minutes of the meeting held on 26 May 2010.
RESOLVED THAT:

The minutes of the meeting held on 26 May 2010 be approved as a correct record.
10 AUDIT COMMISSION - ABOLITION OF COMPREHENSIVE AREA ASSESSMENT (CAA)
The Corporate Director presented the report to members, drawing their attention to the abolition of the previous inspection regime. He explained that this was good news for the Council as the work required for the inspection would be reduced, however it was unclear at present what new arrangements would be put in place.

In response to a question from a member regarding the potential savings that would be created, the Corporate Director advised that there were no direct cash savings, however the productivity saving could be in excess of £10,000.
RESOLVED THAT:

The report be noted.
11 ANNUAL STATEMENT OF ACCOUNTS 2009/10
The Corporate Director presented the report and gave a presentation to members, outlining the key features of each of the financial statements. He explained the notes to each of the financial statements and drew attention to the significant increase in pension liability.

In response to questions from a member, the Corporate Director advised that there were no immediate plans to reduce long term borrowing. He referred members to the Treasury Management Strategy which considered the most appropriate way of managing the Council's financing requirements. He added that the Council's performance in terms of treasury management was good and the Finance team had received national accreditation in the LGC Finance Team Awards.

In response to a question from a member, the Corporate Director explained that the valuation of the Council's housing stock had been undertaken by an accredited valuer, was based on the beacon principle and was consistent with property values.
RESOLVED THAT:

The Annual Statement of Accounts 2009/10 be approved.
