Reason for urgency:
There is a requirement to recruit to the new posts and move to a Corporate Landlord

model of property management before LGR, so that all of NWLDC’s properties can be

handed over to the successor authority with certainty around compliance, backlog

maintenance addressed and matters such as leases and licences securely in place.


If the decision were not taken at Cabinet in August it would need to be delayed until

late September 2026 thereby delaying recruitment and implementation of the

Corporate management of the Council’s property assets.
