Declaration of interests - members are reminded that following the adoption by Council of the new Code of Conduct, any declaration of interest should be made having regard to the new code. In particular, members must make clear the nature of the interest and whether it is 'personal' or 'prejudicial'.

The Monitoring Officer would like to remind members that when they are considering whether the following items are exempt information under the relevant paragraph under part 1 of Schedule 12A of the Local Government Act 1972 they must have regard to the public interest test. This means that members must consider, for each item, whether the public interest in maintaining the exemption from disclosure outweighs the public interest in making the item available to the public.

RESOLVED THAT:

The minutes of the meeting held on 16 June 2011 be approved.
8 HACKNEY CARRIAGE FARE METERS
The Environmental Health Team Manager presented the report to members.

A member felt that it was the wrong time to introduce this measure given the economic climate.

In response to questions from a member, the Environmental Health Team Manager advised that less than 10 out of the current fleet of 88 cabs had a meter fitted at present. He advised that the cost of a meter could be reduced by purchasing in bulk and leasing options were available.

In response to a question from a member, the Licensing Team Leader advised that the supplier of the meter would input the data and programme the meter. Procedures were in place to ensure that meters could be tested if a complaint had been received, but it was envisaged that this would not require significant resources.

Some members expressed support for the proposals as it would provide a more professional service, and reduce complaints due to under and overcharging.
RESOLVED THAT:

a) A requirement be introduced for all licensed Hackney Carriage vehicles to install a taxi fare meter as per the implementation plan outlined in paragraph 7.0.

b) The draft conditions relating to the installation, calibration and use of taxi fare meters detailed at paragraph 11 of the hackney carriage vehicle licence conditions (Appendix 1) be agreed.
9 REVIEW OF HACKNEY CARRIAGE AND PRIVATE HIRE VEHICLE AGE POLICY
The Environmental Health Team Manager presented the report to members.

Members agreed that the safety of passengers was paramount, and maintenance of vehicles was a key priority.

Members also felt that any age limit restrictions should be applied to all vehicles with no relaxation for hackney carriages or vehicles capable of carrying passengers in wheelchairs.
RESOLVED THAT:

A consultation period of 8 week be agreed in respect of the proposed amendments to the vehicle age policy.
