Declaration of interests - members are reminded that following the adoption by Council of the new Code of Conduct, any declaration of interest should be made having regard to the new code. In particular, members must make clear the nature of the interest and whether it is 'personal' or 'prejudicial'.

The Monitoring Officer would like to remind members that when they are considering whether the following items are exempt information under the relevant paragraph under part 1 of Schedule 12A of the Local Government Act 1972 they must have regard to the public interest test. This means that members must consider, for each item, whether the public interest in maintaining the exemption from disclosure outweighs the public interest in making the item available to the public.

8 MINUTES
Minutes of the Meeting held on Wednesday, 2nd June, 2010
RESOLVED THAT:

The Minutes of the meeting held on 2 June 2010 be approved as a correct record.
9 REVIEW OF STATEMENT OF LICENSING POLICY
The Licensing Team Leader presented the report to Members.

Members welcomed the saturation policy in Ashby and endorsed the report.

Inspector C Brown was invited to address the Committee regarding his views. He stated that he fully supported the saturation policy in Ashby as it helped deal with issues such as police staffing, anti social behaviour and kept Members in control of the number of establishments in the area by the use of committee hearings. He urged members to approve the recommendations.
RESOLVED THAT:

The policy be endorsed and recommended to Cabinet for consideration prior to final consideration at Full Council.
10 REVIEW OF PRIVATE HIRE DRIVER'S LICENCE CONDITIONS AND INTRODUCTION OF A CODE OF CONDUCT FOR HACKNEY CARRIAGE AND PRIVATE HIRE DRIVERS
The Licensing Enforcement Officer presented the report to Members.


RESOLVED THAT:

(a) The amendments to the private hire drivers licence conditions as detailed within the report be approved.

(b) The introduction of a code of conduct for hackney carriage and private hire drivers be approved.

(c) Authorisation to make minor amendments to the driver conditions and code of conduct be delegated to the Commercial Services Manager in consultation with the portfolio holder.
